Between a set of 13:1 gears and a set of 18:1 gears (assuming both are from the same manufacturer [SHS])

Which gear changes the performance? Bevel, spur, or sector or do they all work together to change the performance?

This is the best way I could think of to describe my question :/

Spur-Sector is where the ratio changes on those specific gears.

Say I'm hitting 35 rps with my current setup (13:1) and I change the sector gear to a sector from a 16:1 set. What would be my approx rps?

About zero because the teeth on the spur wouldn't touch the teeth on the sector.

Yup, that wouldn't work, 13:1 sector gears are very different from 16:1 and 18:1 sector gears.
