What is the best DMR that is $250 or under?
You don't buy a DMR. You build one.
Ok my bad, what is the est DMR platform that I can buy for $250?
Probably a used Classic Army SR-25.
The problem is finding one that's near my area. I dot want anything to be shipped. I don't trust people

None in Craigslist I can tell you that. Alternative sports is where you could buy it at and then you will have warranty and free labor. All you do is buy parts.
You can try getting a boneyard gun. Best thing is to try and find a local seller, or even someone here in the classifieds. As mentioned above, DMR's are built. Just find a base gun first, then we can help you out with your set up.
The best thing is to buy a base gun and start from there, I suggest a Cyma M14 to base. They are reliable, and shoot very well stock.

Assuming he is new to the teching, I would advise against an m14.. They aren't as easy to work on compared to anything with a v2 or v3 gearbox. I would recommend a m16. Parts are easy to find, and the v2 gearbox is pretty simple
