I have a question; if airsofting in the public is such a big problem than why don't cities raise money and open a field for a community?

You know that actually sounds like a pretty good idea they cold even make some money. As we all know the government loves to make money.

Because there are very few airsoft players, the sport is inherently dangerous, and the government can put the land to better use in any number of other ways. Doing this would be financially unsound and would create a huge liability.

Not only that, but once airsoft and airsoft fields become government funded, due to the liability airsoft will become extremely regulated.
