Ok so I'm working on one of my guns and I'm not sure if low accuracy and no reaction when I spin the Hopup wheel means that my Hopup is busted. Is it?

Can you take out your inner barrel assembly and look down the barrel, spin the hop up all the way off check it you shouldn't see the bucking. Now sping it all the way on/hop you should see the bucking being pushed down. It'll probably be black, most stock buckings are black, because i'm doubting you've upgraded it.

Make sure your nub is in place.

Around 1/4 of the way in most cases when it's fully turned

Double check if your nub is missing then.

You might need a new hop-up than. If you have a bucking and its not being pushed down something is wrong, personally id recommend new bucking, nub, and hop-up as a set unless that bucking is almost new.
That arm is either sticking out on top like a hunch if its an m4, if its an ak than if you look down at the top there is a bar that should rise and fall as you adjust the hop.

Well I know what it's doing. The wheel to adjust it is jot pushing down on the nib enough to move it anywhere
