Are there any other ways of fully discharging these batteries safely other than firing the gun? I am also using a smart charger and I am not sure whether it takes away the previous charge before it recharges the battery.

You don't really need to discharge ni-mh batteries, they don't have the "memory effect" that ni-cd batteries have. One way to discharge the battery is to hook it up to a 5W 12v light bulb, this will discharge it at a safe rate.
