I quick question. If there is some wire that has a tear in the rubber coating will that affect the flow of electricity at all?

The rubber/plastic covering is there for 2 reasons.
    1. Protect the user
    2. Prevent shorts

If the coating is frayed and bare wiring is exposed you should get some electrical tape and cover it if not replace the entire wire. If metal touches the exposed wiring, you could get a short. If water gets in contact with the exposed wiring, you can get a short. If the power source is strong enough, you touching it could result in electric shock.
Either replace the wire or in the least cover it with some electrical tape

Shrink wrap tubes work better than e-tape. It won't unravel like e-tape and is gerally thicker than e-tape
