Which is better in a skirmish, a chest rig or a tactical vest?
If you're only planning on playing skirmishes then I'd suggest going with a chest rig. You don't really need a tactical vest until you play long games or milsim's.

Those are broad terms. A chest rig made by a high end company may be better than Crapdor Condor gear. But a low end chest rig could be worse. It all depends, do you like high speed, low drag setups? And what is your budget? An what were you thinking of getting?
Plate carriers generally allow you to carry more stuff onto the field and distribute weight better than a chest rig. Chest rigs are typically lighter and allow a bit better mobility. Which is better for you depends on what you need your load bearing gear to do. In general, I prefer a PC almost all the time.
My budget would be $20-$30. I am asking for a chest rig or plate carrier for Christmas too. I like the high speed low drag steups.

Put that $20-30 in the bank and save it until you have a little more. That will barely get you a condor chest rig. I have one. Biggest regret I have made in airsoft so far.
How much is a good chest rig or late carrier?
A decent chest rig will easily be $60-$80 at a minimum, and a good PC with pouches typically runs between $120-$200.
For a chest rig, you are looking at spending at least $70, and the vest should be upwards of $100, with pouches.
